             abstract = "The execution of the Diagnosis of the Areas of Exclusion Inclusion 
                         Social search to establish relationships among the Geographical 
                         reality of the city represented by 356 Setores Censit{\'a}rios 
                         and the Demographic Data coming of the Censo IBGE (1991). The 
                         methodological structure built to approach the theme treats the 
                         Social Exclusion as a phenomenon multiple dimensions contained 
                         inside of four great Utopias Autonomy of Income, Quality of Life, 
                         Human Development and Equity. The Indexes supply, instead of rude 
                         rates, symbolic codes that oscillate in a scale between -1 and 1, 
                         where the pattern Utopian Minimum of Inclusion will have for 
                         symbol the number 0 starting from which the decreasing patterns of 
                         the Exclusion are assigned and, contrarily, the patterns crescents 
                         of the Inclusion. The Diagnose will bring him the city a new 
                         perception of the situation of life of the population in the 
                         Territory, constituting an important instrument for the 
                         Environmental Urban Planning and for the direction of Future 
                         Politics Publish.",
