             abstract = "The preparation of a plan to mitigate the impacts of soil sealing 
                         on the capacity of a watershed, requires the analysis of the 
                         dynamics of land use/occupation, considering social and 
                         environmental issues and also economic, political and structural 
                         elements which were responsible for the urbanization. Frequently 
                         urban planning models dont include those parameters related to the 
                         forces that act on the production of a social produced space. In 
                         this frame, this paper introduces a methodological approach based 
                         on geo-technologies to map the urban fringe and its imperviousness 
                         levels, associating it to human occupation indices, established by 
                         the Complimentary Law Nr. 165, dated Nov. 15th 1997, as the 
                         parameters for land use/occupation of the Pararangaba watershed. 
                         The region foreseen for occupation in accordance with the Urban 
                         Zoning Law, is spread between two important roads, with several 
                         illegal allotments. The results obtained from this study show 
                         tendencies which will increase soil imperviousness and 
                         consequently promote inundations, if the occupation levels would 
                         follow the legislation established in 2008.",
