                         do INPE com a Engenharia de Sistemas n{\~a}o ocorreu de forma 
                         uniforme, mas passou por tr{\^e}s fases de maior e menor 
                         evolu{\c{c}}{\~a}o. Em particular, a Engenharia de Sistemas do 
                         INPE n{\~a}o acompanhou a recente evolu{\c{c}}{\~a}o ocorrida 
                         com a introdu{\c{c}}{\~a}o de processos e ferramentas da 
                         Engenharia de Requisitos. Para atenuar isto, este trabalho 
                         apresenta uma proposta de ado{\c{c}}{\~a}o de um processo de 
                         captura e rastreamento de requisitos baseada num estudo de caso e 
                         num hist{\'o}rico das fases da Engenharia de Sistemas no INPE. 
                         Para isto, e para melhor entender a situa{\c{c}}{\~a}o atual da 
                         Engenharia de Sistemas no INPE e as raz{\~o}es da n{\~a}o 
                         utiliza{\c{c}}{\~a}o de processos de Engenharia de Requisitos, 
                         este trabalho faz um estudo da emerg{\^e}ncia e 
                         evolu{\c{c}}{\~a}o da Engenharia de Sistemas e da Engenharia de 
                         Requisitos, da introdu{\c{c}}{\~a}o e evolu{\c{c}}{\~a}o da 
                         Engenharia de Sistemas no INPE, e desenvolve um exerc{\'{\i}}cio 
                         de aplica{\c{c}}{\~a}o de uma ferramenta de rastreamento de 
                         requisitos sobre a documenta{\c{c}}{\~a}o de um projeto de 
                         sat{\'e}lites do INPE. Este estudo mostra que processos e 
                         ferramentas da Engenharia de Requisitos reduzem os erros da 
                         documenta{\c{c}}{\~a}o e melhoram sua qualidade. Este estudo 
                         pretende contribuir para a moderniza{\c{c}}{\~a}o dos processos 
                         de Engenharia de Sistemas do INPE e assim, por sugerir melhorias 
                         nos importantes processos de requisitos, refinar as 
                         aquisi{\c{c}}{\~o}es e contrata{\c{c}}{\~o}es e o cumprimento 
                         de metas de custos, prazos e qualidade. ABSTRACT: For several 
                         decades the National Institute for Space Research (INPE) employs 
                         system engineering methodologies in the development of space 
                         systems. However, INPE´s involvement with Systems Engineering has 
                         not occurred uniformly but has passed by three phases of higher 
                         and lower evolution. In particular, the Systems Engineering at 
                         INPE has not followed the recent evolution occurred by the 
                         introduction of requirements engineering processes and tools. To 
                         attenuate this, this work presents a proposal for the adoption of 
                         a requirements capture and traceability process based in a case 
                         study and in a history of systems engineering phases at INPE. To 
                         do that, and to better understand the current situation of Systems 
                         Engineering at INPE and the causes of the not utilization of 
                         requirements engineering processes and tools, this work studies 
                         the emergency and evolution of Systems Engineering and 
                         Requirements Engineering, of the introduction and evolution of 
                         Systems Engineering at INPE, and develops an exercise of use of a 
                         requirements traceability automation tool over the documentation 
                         of a satellite project. This study demonstrates that requirements 
                         engineering tools and processes reduce errors in the documentation 
                         and improve its quality. This study intends to contribute to the 
                         modernization of INPE systems engineering processes and so, 
                         because it suggests improvements in the important requirements 
                         processes, to refine the acquisitions and contracts and the 
                         compliance with cost, schedule and quality targets.",
