             abstract = "Disaster Risk Management (DRM) continues to gain political, 
                         economic, and geopolitical importance as disasters have caused 
                         increasing human and economic losses. Geospatial professionals are 
                         attentive of the role of space-derived information in the full 
                         cycle of Disaster Management (prevention, preparedness and 
                         response), from beyond the immediate response phase to long-term 
                         recovery and even to preparedness by informing actions before 
                         disasters occur. It is crucial to develop and strengthen 
                         relationships with stakeholders and end-users, especially by 
                         developing capacity building activities for disaster managers and 
                         practitioners. The objective of this paper is to describe the 
                         process of establishing an international collaborative capacity 
                         development program, with experts from space agencies all around 
                         the world, in the Disaster Management area, from its conception to 
                         implementation. The strategy for designing the education program 
                         is discussed, taking into account fi nancial and human resources 
                         and time constraints. The needs assessment and the instructional 
                         analysis including learning objectives, outcomes and audience have 
                         been performed. This study also includes the challenges of 
                         implementing the chosen instructional solution, lessons learned 
                         and practical suggestions for using synchronous technologies for 
                         instruction when implementing an international online education 
                         program in many diff erent countries. The course was held from 
                         April 6t to May 31st, 2015, structured in eight webinars (online 
                         seminars) sessions. The demand for the online course (144 
                         registrants from 38 countries in the world), diversity of affi 
                         liations and backgrounds confi rms that this subject raises a lot 
                         of interest among professionals in need for quality education in 
                         this area. RESUMO: A Gest{\~a}o do Risco de Desastres tem 
                         adquirido import{\^a}ncia pol{\'{\i}}tica, econ{\^o}mica e 
                         geopol{\'{\i}}tica {\`a} medida que os desastres t{\^e}m 
                         causado crescente perdas humanas e econ{\^o}micas. Profi ssionais 
                         da {\'a}rea de tecnologia geoespacial est{\~a}o atentos ao papel 
                         das informa{\c{c}}{\~o}es obtidas a partir do espa{\c{c}}o no 
                         ciclo completo de Gest{\~a}o de Desastres (preven{\c{c}}{\~a}o, 
                         prepara{\c{c}}{\~a}o e resposta), desde a fase de resposta 
                         imediata at{\'e} a recupera{\c{c}}{\~a}o em longo prazo, bem 
                         como, a preven{\c{c}}{\~a}o, informando as a{\c{c}}{\~o}es 
                         antes que os desastres ocorram. {\'E} crucial que as 
                         rela{\c{c}}{\~o}es com as partes interessadas e usu{\'a}rios fi 
                         nais sejam desenvolvidas e fortalecidas, especialmente por meio da 
                         proposi{\c{c}}{\~a}o de atividades de capacita{\c{c}}{\~a}o 
                         para gestores de desastres e profi ssionais da {\'a}rea. O 
                         objetivo deste artigo {\'e} descrever o processo de 
                         cria{\c{c}}{\~a}o de um programa de capacita{\c{c}}{\~a}o 
                         internacional, com peritos de ag{\^e}ncias espaciais de todo o 
                         mundo, na {\'a}rea de Gest{\~a}o de Desastres, desde a sua 
                         concep{\c{c}}{\~a}o at{\'e} a execu{\c{c}}{\~a}o. A 
                         estrat{\'e}gia para a concep{\c{c}}{\~a}o do programa de 
                         educa{\c{c}}{\~a}o {\'e} discutida, considerando-se os recursos 
                         fi nanceiros e humanos e limita{\c{c}}{\~o}es de tempo. A 
                         avalia{\c{c}}{\~a}o das necessidades e a an{\'a}lise 
                         instrucional, incluindo objetivos de aprendizagem, resultados 
                         esperados e p{\'u}blico-alvo, foram realizadas. Este estudo 
                         tamb{\'e}m inclui os desafi os da aplica{\c{c}}{\~a}o da 
                         solu{\c{c}}{\~a}o instrucional escolhida, ensinamentos colhidos 
                         e sugest{\~o}es pr{\'a}ticas para a utiliza{\c{c}}{\~a}o de 
                         tecnologias s{\'{\i}}ncronas para instru{\c{c}}{\~a}o ao 
                         implementar um programa de educa{\c{c}}{\~a}o on-line 
                         internacional em pa{\'{\i}}ses diferentes. O curso foi realizado 
                         de 6 de Abril a 31 de Maio de 2015, composto por oito 
                         semin{\'a}rios online (webinars). A demanda pelo curso (144 
                         inscritos procedentes de 38 pa{\'{\i}}ses), diversidade de afi 
                         lia{\c{c}}{\~o}es e forma{\c{c}}{\~a}o dos participantes confi 
                         rmam que este assunto suscita um grande interesse entre os profi 
                         ssionais em busca de educa{\c{c}}{\~a}o continuada de qualidade 
                         nesta {\'a}rea.",
