ResumoWe investigated spatial-temporal variability and long-term trends of rainfall over the Metropolitan Area of São Paulo (MASP). Due to a lack of continuous and consistent rainfall observations in the MASP, a database for the spatial analysis was created from a composite of 94 stations, with daily rainfall data for 1973-1997, plus data from the University of São Paulo's Institute of Geophysics and Astronomy (IAG/USP) station for 1933-2011, as the base of the long-term variability analysis. It is shown that the seasonal and interannual rainfall variability result from underlying local influences and remote large-scale atmospheric dynamics. These effects appear to be more complex during the austral spring and fall seasons, and seem to determine the duration of the rainy period over the MASP. The intraseasonal (30-60 d) oscillation of rainfall does not exhibit any long-term modulation; interannual rainfall variability for 1975-1990 appears modulated by the El Niño-Southern Oscillation (ENSO) scale (2-8 yr). Nonetheless, there exists statistical evidence that the rainfall climate over the MASP had an abrupt change at the end of the 1950s, but the global climatic change that occurred in the middle of the 1970s is not evident. The progressive increase in the frequency of rainy days and total daily rainfall throughout the period of analysis are prominent factors in the trend of annual and seasonal rainfall. Furthermore, rainfall variability over the MASP may be modulated by the Southern Annular Mode (SAM), Pacific Decadal Oscillation (PDO) and ENSO at seasonal scales, altering the normal progression of the seasonal rainfall cycle, while at interannual scales, each one of these patterns drives the rainfall variability, mainly when each pattern reaches its extreme value.

ResumoA cloud-to-ground (CG) lightning data provided by the Brazilian lightning detection network (BrasilDAT) for a ten year period (19992008), and particulate matter (PM10), sulfur dioxide (SO2) and air temperature data from the environmental agency of São Paulo State (CETESB) for the same period, were examined in order to look for the influence of urban effect and weekly cycles in lightning activity over metropolitan region of São Paulo (MRSP). The results show that there is a significant weekly cycle in PM10 over the MRSP and lightning activity (CG lightning) on the area involving the MRSP, Campinas and São Jose dos Campos regions, both with reduction on the weekend. The average number of flash per storm and air temperature in three different ranges of PM10 concentrations was also examined. For the first one, there is an increase of the average number of flash per storm from low to intermediate range and a trend to decrease from intermediate to high range. However, the air temperature tends to stay the same in all ranges. These results suggest that pollution tends to saturate the intensification of storms and lightning activity in a specific level. After that, the increase of aerosols provided by pollution tends to decrease the lightning activity.

ResumoDensity maps are one of the most common and powerful lightning data applications, and they are more efficient the more detailed they are. When working with CG lightning data from lightning location systems, some aspects must be included in the analysis to overcome network performance variations. Two parameters are typically used to evaluate system performance: detection efficiency (DE) and location accuracy (LA). For the Brazilian National Integrated Lightning Detection Network, DE is typically evaluated by models, and LA is analyzed through confidence ellipses. This paper presents climatological analysis of lightning activity, including the most recent relative DE model developed in Brazil, as well as an adapted kernel smoothing method based on confidence ellipses [called Gaussian kernel based on confidence ellipses (GKBCE)] as approaches to minimize and/or include the spatial variation of the systems performance in the analysis. The maps are produced over the central-south portion of Brazil (mainly along ITAIPU power transmission lines), using 11 years of data available from the network (from January 1999 to December 2009). The model increased density by ~20% over the entire region, without making considerable changes to the spatial pattern. The GKBCE seems to work well in smoothing, obtaining better results than the standard cell count (quadrat) method, by working independently of the grid size (allowing the creation of high-resolution maps), and by including location errors in the analysis. The use of these procedures might result in more detailed maps and more suitable results when analyzing lightning data.

ResumoThis work examined observationally the Urban Heat Island (UHI) of Manaus city, Brazil. For this, data collected from two different sites, in an urban area and from a region of forest about 30 km from city, for the period of 20002008, were used. The results show that the urban environment creates a local increase in temperature and a decrease in relative humidity. The annual average observed between the urban and forest sites can reach differences of temperatures around 3 °C and relative humidity close to 1.7%. An interesting feature of the UHI of Manaus is associated with a diurnal cycle that differs from other studies for different locations in the world, with two peaks of highest intensity, one at 0800 LST and one between the 1500 and 1700 LST. It also highlighted that the urban area tends to heat first and more slowly and cool down later and faster than the forest, which explains the distinct behaviour of the diurnal cycle of the UHI. The obtained knowledge of the Manaus UHI allows the implementation of policies and methodologies that aim to improve the quality of life and comfort of large urban cities, such as those studied.

ResumoChanging climatic conditions have led to a significant increase in the magnitude and frequency of extreme rainfall events in the Central Andes of South America. These events are spatially extensive and often result in substantial natural hazards for population, economy and ecology. Here we develop a general framework to predict extreme events by introducing the concept of network divergence on directed networks derived from a non-linear synchronization measure. We apply our method to real-time satellite-derived rainfall data and predict more than 60% (90% during El Nino conditions) of rainfall events above the 99th percentile in the Central Andes. In addition to the societal benefits of predicting natural hazards, our study reveals a linkage between polar and tropical regimes as the responsible mechanism: the interplay of northward migrating frontal systems and a low-level wind channel from the western Amazon to the subtropics.

ResumoResolving challenges related to the sustainability of natural capital and ecosystem services is an urgent issue. No roadmap on reaching sustainability exists; and the kind of sustainable land use required in a world that acknowledges both multiple environmental boundaries and local human well-being presents a quandary. In this commentary, we argue that a new globally consistent and expandable systems-analytical framework is needed to guide and facilitate decision making on sustainability from the planetary to the local level, and vice versa. This framework would strive to link a multitude of Earth system processes and targets; it would give preference to systemic insight over data complexity through being highly explicit in spatiotemporal terms. Its strength would lie in its ability to help scientists uncover and explore potential, and even unexpected, interactions between Earths subsystems with planetary environmental boundaries and socioeconomic constraints coming into play. Equally importantly, such a framework would allow countries such as Brazil, a case study in this commentary, to understand domestic or even local sustainability measures within a global perspective and to optimize them accordingly.

ResumoWe analysed spectral and textural attributes from the Advanced Land Imager (ALI)/EO-1 for land-cover mapping and inspected their correlation with biophysical parameters of primary and secondary forests from Eastern Amazon. An artificial neural network (ANN) technique selected the most relevant spectral/textural attributes, which were combined for classification of the ALI scene. From the ANN land-cover map, areas classified as primary forest (PF), initial (SS1), intermediate (SS2) and advanced (SS3) stages of secondary succession were studied. Biophysical parameters were determined from field inventory of 40 sample plots. Results showed an overall classification accuracy of 79% using reflectance and 89% using the combined data set. The combined data set included the reflectance of ALI bands 39 and the texture metrics mean (bands 34; 68) and dissimilarity (band 8). The reflectance of the near-infrared/shortwave infrared bands and their texture mean decreased from SS1 to SS3/PF. The gradient between primary and secondary forests controlled the correlations of reflectance with biophysical parameters. While the aboveground biomass, basal area, leaf area index, tree height and canopy cover increased from SS1 to SS3/PF, the reflectance decreased with the development of canopy structure and the resultant canopy shadows. The mean was the only texture metric correlated with biophysical parameters.

ResumoDespite increased intellectual and conceptual consideration of the linkages between ecosystem service (ES) provisions and poverty alleviation (PA) globally, there has been limited analysis of how these paradigms are used and framed in the regional context of policy-making. In this paper, we address this question by eliciting perspectives on the historical evolution of policies addressing the environment and poverty nexus in the Brazilian Amazon. Our analysis is twofold. First, through an analysis of policy context, we explore how multilateral and international programs have influenced and helped shape national and regional policy-making in the Amazon. Second, through our analysis of policy content, we provide an in-depth discussion of key ES and/or PA policies implemented in the Amazon. Furthermore, we analyze the operationalization of the policy, describe management options, and highlight their impacts on ES and PA. Our results show dichotomies between environmental programs and their social effectiveness, and between environmental and developmental agendas. More recently, however, some attempts have been made at delivering ES protection and PA jointly in policy-making. In conclusion, we provide a framework for policy analysis that can be applied to other tropical countries in the world. If Brazil is to keep its leading role in addressing the challenges of maintaining ecosystem service provision, while alleviating poverty in the Amazon, it must learn from its own experiences.

ResumoWe develop a systems framework for exploring adaptation pathways to climate change among people in remote and marginalized regions. The framework builds on two common and seemingly paradoxical narratives about people in remote regions. The first is recognition that people in remote regions demonstrate significant resilience to climate and resource variability, and may therefore be among the best equipped to adapt to climate change. The second narrative is that many people in remote regions are chronically disadvantaged and therefore are among the most vulnerable to climate change impacts. These narratives, taken in isolation and in extremis, can have significant maladaptive policy and practice implications. From a systems perspective, both narratives may be valid, because they form elements of latent and dominant feedback loops that require articulation for a nuanced understanding of vulnerability-reducing and resilience-building responses in a joint framework. Through literature review and community engagement across three remote regions on different continents, we test the potential of the framework to assist dialogue about adaptation pathways in remote marginalized communities. In an adaptation pathway view, short-term responses to vulnerability can risk locking in a pathway that increases specific resilience but creates greater vulnerability in the long-term. Equally, longer-term actions towards increasing desirable forms of resilience need to take account of short-term realities to respond to acute and multiple needs of marginalized remote communities. The framework was useful in uniting vulnerability and resilience narratives, and broadening the scope for adaptation policy and action on adaptation pathways for remote regions.

ResumoIn this report monthly thunderstorm days (TD) in 14 large cities of Brazil from 1951 to 2010 are compared with data obtained in the first part of the 20th century in the same cities and correlated with sea surface temperature (SST) of the equatorial Pacific Ocean and Tropical Atlantic Ocean. On average over all cities, 77 TD are reported each year after 1951, against 43 TD in the first part of the 20th century, an increase of 79%. The increase seems to be related to increase in the urbanization in these cities, and not to global warming. A comparative analysis of TD for the whole country with El NiñoSouthern Oscillation (ENSO) events suggests that the tendency for El Niño to increase the thunderstorm activity is evident in the South (only in the Spring/Summer), Southeast, Northeast and North (only in the Fall/Winter) regions. Regarding the Tropical Atlantic Ocean SST, a similar analysis using the Tropical South Atlantic (TSA) and Tropical North Atlantic (TNA) indices suggests that no significant differences exist between the thunderstorm activity for the two extreme positive and negative TSA conditions in the South and Southeast regions, while in the Northeast and North regions there is a significant increase in the thunderstorm activity during extreme positive TSA. Differently, only in the Northeast region there is a significant influence of TNA on thunderstorm activity. The influence is such that the thunderstorm activity is larger for the extreme negative TNA than for extreme positive TNA. All significant changes were quantified and significant variations were observed. For all parameters investigated (ENSO, TSA and TNA) the Northeast region showed the most significant changes.
