                         Plataformas a Altas Altitudes (High Altitude Platform Stations - 
                         HAPS) t{\^e}m crescente relev{\^a}ncia no desenvolvimento de 
                         servi{\c{c}}os at{\'e} ent{\~a}o oferecidos e cobertos apenas 
                         por sat{\'e}lites. A vis{\~a}o desse tipo de ve{\'{\i}}culo e 
                         de sua opera{\c{c}}{\~a}o como solu{\c{c}}{\~a}o t{\'e}cnica 
                         e comercial para muitas das necessidades de imageamento, 
                         comunica{\c{c}}{\~a}o, monitoramento dentre outras, fez com que 
                         praticamente todas as ag{\^e}ncias espaciais investissem ao longo 
                         dos anos na cria{\c{c}}{\~a}o de v{\'a}rios modelos de 
                         ve{\'{\i}}culos e de suas opera{\c{c}}{\~o}es. As empresas 
                         privadas fizeram o mesmo, criando solu{\c{c}}{\~o}es a serem 
                         fornecidas aos pa{\'{\i}}ses usu{\'a}rios na forma de contratos 
                         de servi{\c{c}}os, por{\'e}m de uma forma mais barata, com 
                         facilidades para manuten{\c{c}}{\~a}o com menores custos e de 
                         forma menos cr{\'{\i}}tica, al{\'e}m da possibilidade de 
                         altera{\c{c}}{\~a}o de zonas de servi{\c{c}}o em 
                         condi{\c{c}}{\~o}es mais favor{\'a}veis comparativamente aos 
                         sat{\'e}lites. Isto demanda inclusive os controles de 
                         posi{\c{c}}{\~a}o, orienta{\c{c}}{\~a}o, forma{\c{c}}{\~a}o, 
                         colis{\~a}o, multiobjetivo, etc. dos ve{\'{\i}}culos. Assim, 
                         nesse trabalho faz-se o estudo de uma estrat{\'e}gia de controle 
                         para um HAPS. Isto inclui: 1) um levantamento bibliogr{\'a}fico 
                         que aponta poss{\'{\i}}veis solu{\c{c}}{\~o}es para o 
                         cen{\'a}rio de opera{\c{c}}{\~a}o de multi-HAPS; 2) o 
                         cen{\'a}rio onde est{\'a} inserida a solu{\c{c}}{\~a}o dos 
                         HAPS; 3) suas poss{\'{\i}}veis arquiteturas, componentes 
                         principais, e 4) as dificuldades enfrentadas at{\'e} o momento em 
                         alguns dos casos verificados. Isto permite concluir que: 1) a 
                         formula{\c{c}}{\~a}o desses modelos passa pela escolha da 
                         arquitetura e dos sistemas que ir{\~a}o compor sua estrutura e 
                         possibilitar o longo tempo de dura{\c{c}}{\~a}o proposto para as 
                         miss{\~o}es; 2) as limita{\c{c}}{\~o}es para sua longa 
                         dura{\c{c}}{\~a}o na estratosfera demonstram caminharem para uma 
                         solu{\c{c}}{\~a}o em breve; 3) a opera{\c{c}}{\~a}o dessas 
                         plataformas em larga escala come{\c{c}}a a se tornar realidade e 
                         desenhar cen{\'a}rios de um enxame de HAPS cobrindo 
                         territ{\'o}rios inteiros; 4) o controle sugerido {\'e} promissor 
                         para tal solu{\c{c}}{\~a}o. ABSTRACT: For some decades now, the 
                         High-Altitude Platform Stations (HAPS) have been increasingly 
                         relevant in the development of services previously offered and 
                         covered only by satellites. The vision of this type of vehicle and 
                         its operation as a technical and commercial solution for many of 
                         the needs of imaging, communication, monitoring, among others, has 
                         made virtually all space agencies invest over the years in the 
                         creation of various models of vehicles and its operations. Private 
                         companies did the same, creating solutions to be provided to user 
                         countries in the form of service contracts, but in a cheaper way, 
                         with facilities for maintenance at lower costs and in a less 
                         critical way, in addition to the possibility of changing the areas 
                         of service under more favorable conditions compared to satellites. 
                         This demands even controls of position, orientation, formation, 
                         collision, multi-objective, etc. of vehicles. Thus, in this work, 
                         the study of a control strategy for a HAPS is carried out. This 
                         includes: 1) a bibliographic survey that points out possible 
                         solutions for the multi-HAPS operation scenario; 2) the scenario 
                         where the HAPS solution is inserted; 3) its possible 
                         architectures, main components, and 4) the difficulties faced so 
                         far in some of the verified cases. This allows us to conclude 
                         that: 1) the formulation of these models involves the choice of 
                         architecture and systems that will compose its structure and 
                         enable the long duration proposed for the missions; 2) the 
                         limitations to its long duration in the stratosphere show that 
                         they are moving towards a solution soon; 3) the operation of these 
                         platforms on a large scale begins to become a reality and design 
                         scenarios of a swarm of HAPS covering entire territories; 4) the 
                         suggested control is promising for such a solution.",
