abstract = "The environment, beyond its naturally progresses, is suffering
constants changes caused by the humanity. In Brazil, those
activities are licensed by IBAMA, Estates and municipal districts.
The environmental licensing aims control the expansion and
operation of the activities that modify the environment. This
paper describes the organization of a municipal geographical
database, formed by different georrefered information plans. The
current database was implemented in the city of Encantado, located
at northeast of Rio Grande do Sul state in Brazil. The
geographical database contributes to do environmental diagnosis
and may assist the municipality to planning and manage its
territory. At the end, the geographical database will help in the
work of municipal environmental licensing.",
