abstract = "We assess some of the oceanic and atmospheric conditions that
preceeded the extreme rainfall events in the state of Vargas, in
the northern Caribbean coast of Venezuela during December 12 and
15-16 1999. These events were related to interactions between
anomalies in sea surface temperature in both Pacific and Atlantic
on the Caribbean side of the country, and combined with
deforestation of the hills and the saturated soil, produced
avalanches in the northern side of the city of Caracas, destroying
entire neighboorhoods and killing an estimate of 30,000 people.
Detailed analysis of sea surface temperature, surface and upper
air circulation of these two cases indicate that both events were
similar in rainfall intensity, but were different in terms of
oceanic conditions and surface circulation and rainfall diurnal
variability.",
