abstract = "The 1995 winter over south, southeast and central west Brazil was
anomalous because monthly mean temperatures recorded in this
period showed large positive deviations and the precipitation was
below normal. In this study, atmospheric, oceanic and surface
analyses were performed. The main goal is to diagnose the observed
atmospheric anomalies over Brazil. Streamfunction anomalies at 200
hPa revealed the presence of a blocking atmospheric situation and
a wavetrain configuration in july and august depicting an
anticyclonic circulation over the Pacific Ocean and South America.
The atmospheric pattern blocked the frontal system track which was
displaced from the normal path crossing the interior of the
continent to the coast region. Time series of Sea Surface
Temperature (SST) anomalies in areas 3 (over the South Atlantic
Ocean) and 4 (over the South Pacific Ocean) were in opposite phase
during the entire period. Area 3 showed a continuous cooling
associated with a cyclonic circulation at low levels and area 4
showed a continuous warming associated with a subtropical
anticyclonic circulation. Resumo:O inverno de 1995 nas
Regi{\~o}es Sul, Sudeste e Centro Oeste do Brasil foi
at{\'{\i}}pico, pois as temperaturas m{\'e}dias mensais
registradas neste per{\'{\i}}odo apresentaram grandes desvios
positivos e a precipita{\c{c}}{\~a}o ficou abaixo da m{\'e}dia.
Neste estudo foi feita uma an{\'a}lise dos campos
atmosf{\'e}ricos, oce{\^a}nicos e de superf{\'{\i}}cie com o
objetivo de se diagnosticar essas anomalias observadas. Nas
anomalias de fun{\c{c}}{\~a}o de corrente em 200 hPa, foram
identificados bloqueios na atmosfera que impediram a
penetra{\c{c}}{\~a}o de sistemas frontais pelo interior do
continente. Foi tamb{\'e}m identificada uma
configura{\c{c}}{\~a}o de {"}trem de ondas{"} com
circula{\c{c}}{\~o}es anticicl{\^o}nicas sobre o
Pac{\'{\i}}fico sudeste e sobre a Am{\'e}rica do Sul. Usando-se
s{\'e}ries temporais de anomalias de Temperatura da
Superf{\'{\i}}cie do Mar (TSM) observou-se que as {\'a}reas 3
(no Oceano Atl{\^a}ntico Sul) e 4 (no Oceano Pac{\'{\i}}fico
Sul) estiveram em oposi{\c{c}}{\~a}o de fases. A {\'a}rea 3
apresentou um cont{\'{\i}}nuo resfriamento associado a uma
circula{\c{c}}{\~a}o cicl{\^o}nica em baixos n{\'{\i}}veis e
a {\'a}rea 4 apresentou um aquecimento cont{\'{\i}}nuo
associado a uma circula{\c{c}}{\~a}o anticicl{\^o}nica
subtropical.",
