abstract = "Environmental Monitoring is perceived as a necessity for
satisfactory management of natural resources at a Municipal Level.
In practice, this goal is difficult to achieve because of
technical complexity and high cost of the process. In this work, a
minimized cost, reliable system is proposed, based on the
correlation between abiotic and biotic environmental parameters
associated with a a SIG (Geographic Information Sytem) containing
monitoring and relevant socio-economic information. The software
Spring from INPE is a basic element of the system, both as a tool
for satellite images processing and a data base for information
storage and analysis. The system, called SIMA, is easily adapted
to low or high funds situations, and has been developed at Itaqui
City, RS, Brazil, where 18 points for water sampling were selected
in the urban microbasins, and monitored during the last 2 years.
The results, associated as tables with geo-objects constituted by
the sampling points, and supported with hypsometric, declivity,
soil use, hydric drainage and waste water net maps were correlated
with geographical socio-economic information for identification of
the sources of good or bad environmental quality. For simplicity
of interpretation, all the parameters were converted to a Quality
Scale, based on the general conclusions about each monitoring
point. The system also includes environmental education in its
conception, organizing applied activities with different segments
of the community. The preliminary results that will be presented
are highly promissory in terms of producing a comprehensible
integrated vision of the environmental situation, with the bonus
of efective action in education.",
