                         Controle do Desmatamento na Amaz{\^o}nia Legal (PPCDAm), com o 
                         objetivo de reduzir as taxas de desmatamento. Uma das 
                         a{\c{c}}{\~o}es refere-se a identifica{\c{c}}{\~a}o de 
                         munic{\'{\i}}pios priorit{\'a}rios a partir de indicadores de 
                         altas taxas de desmatamento, e com implica{\c{c}}{\~o}es 
                         punitivas para os mesmos. O presente trabalho teve como objetivo 
                         estimar a emiss{\~a}o de di{\'o}xido de carbono por tr{\^e}s 
                         processos: desmatamento e degrada{\c{c}}{\~a}o por queimadas, 
                         inc{\^e}ndios e corte seletivo ilegal para gerar uma nova 
                         m{\'e}trica baseada em emiss{\~o}es para indicar 
                         munic{\'{\i}}pios priorit{\'a}rios. O per{\'{\i}}odo 
                         selecionado incorpora o {\'u}ltimo ano da Fase 1 do PPCDAm, a 
                         totalidade da fase 2 e o primeiro ano da fase 3 do programa. A 
                         {\'a}rea de estudo s{\~a}o os munic{\'{\i}}pios da 
                         Amaz{\^o}nia Legal. Para as estimativas de emiss{\~o}es de CO2 
                         foi utilizado o modelo INPE-EM e um modelo de emiss{\~o}es por 
                         queimadas, utilizando dados de {\'a}rea desmatada, degradada e 
                         biomassa viva acima do solo para a Amaz{\^o}nia Legal. Entre 
                         2008-2012 foram emitidos no total 3,88 Gt CO\${2}\$ por 
                         desmatamento e degrada{\c{c}}{\~a}o via inc{\^e}ndios e corte 
                         seletivo ilegal na Amaz{\^o}nia, dos quais 45,5\% foram 
                         decorrentes das queimadas e inc{\^e}ndios de 2010. Os resultados 
                         apresentaram 31 munic{\'{\i}}pios da Amaz{\^o}nia Legal como os 
                         mais cr{\'{\i}}ticos, dentre os quais 6 munic{\'{\i}}pios 
                         apresentam maior contribui{\c{c}}{\~a}o por desmatamento, 21 por 
                         queimadas e inc{\^e}ndios e 4 por degrada{\c{c}}{\~a}o de corte 
                         seletivo ilegal. Deste modo, o seguinte trabalho concluiu que 
                         devido {\`a} magnitude das emiss{\~o}es de CO\${2}\$ por 
                         processos de degrada{\c{c}}{\~a}o, estes devem ser considerados 
                         na defini{\c{c}}{\~a}o de {\'a}reas e a{\c{c}}{\~o}es 
                         priorit{\'a}rias para pol{\'{\i}}ticas de redu{\c{c}}{\~a}o 
                         de emiss{\~o}es de gases de efeito estufa. ABSTRACT: In 2004 
                         Brazil launched the Plan for Prevention and Control of 
                         Deforestation in the Legal Amazon (PPCDAm), with the objective of 
                         reducing deforestation rates. One of the actions refers to an 
                         identification of priority municipalities from indicators of high 
                         rates of deforestation, and with punitive implications for them. 
                         The present work aimed to estimate carbon dioxide emission by 
                         three processes: deforestation and degradation by fires and 
                         illegal selective logging to generate a new emission metric to 
                         indicate priority municipalities. The period selected for the 
                         previous year of Phase 1 of the PPCDAm, the whole of phase 2 and 
                         the year of phase 3 of the program. The area of study is of the 
                         municipalities of the Legal Amazon. For the estimations of CO2 
                         emissions we used the INPE-EM model and a model of emissions by 
                         fires. Data of deforested area, degraded and living biomass above 
                         ground for a Legal Amazon were used. Between 2008-2012 a total of 
                         3.88 Gt CO2 was emitted for deforestation and degradation through 
                         fires and illegal selective cutting in the Amazon, of which 45.5% 
                         were conducted by fires of 2010. The results presented 31 
                         municipalities of the Legal Amazon as the most critical, among 
                         which 6 municipalities have the highest contribution for 
                         deforestation, 21 for burnings and fires and 4 for degradation of 
                         illegal selective logging. Therefore, this work concluded that due 
                         to the magnitude of CO2 emissions by degradation processes, these 
                         results should be defined in the definition of areas and priority 
                         for policies to reduce greenhouse gas emissions.",
