             abstract = "Occupation of areas with hydrological risk can cause damage and 
                         loss to the population and infrastructure. The delineation and 
                         sectorization of flood risk areas of Gua{\'{\i}}ba Lake and 
                         Jacu{\'{\i}} Delta were carried out with the integration of 
                         flood hazard and socioeconomic vulnerability information. For a 
                         flood hazard assessment, return time and protection systems in 
                         areas susceptible to flooding were considered. The vulnerability 
                         was characterized by the exposure of housing, structures of 
                         interest and socioeconomic characteristics of the population. The 
                         extension of flood hazard areas around Gua{\'{\i}}ba Lake and 
                         Jacu{\'{\i}} Delta is of 230 km2 , from which 95 km2 are 
                         considered of high hazard (41% of the overall). Areas with high 
                         flood hazard do not have flood protection system, the return time 
                         is less than 10 years and floods are of low magnitude. Urban 
                         occupation in flood hazard areas covers 40 km2 . Areas with high 
                         vulnerability total 7 km2 (18% of the overall). The houses have a 
                         low standard of construction, poor condition and limited access to 
                         basic services. In general, household income is less than a 
                         minimum monthly wage with a high number of children or older 
                         people. High flood risk areas are characterized by high flood 
                         hazard and high vulnerability. These areas have a low response to 
                         flood events and are located near the islands, in the central and 
                         southern part of the municipality of Porto Alegre and parts of the 
                         urban area of Eldorado do Sul. Assessment and risk sectorization 
                         is important to direct prevention and response actions in the 
                         event of flooding. RESUMO: A ocupa{\c{c}}{\~a}o de {\'a}reas 
                         com risco hidrol{\'o}gico tem como consequ{\^e}ncia a 
                         ocorr{\^e}ncia de danos e perdas para a popula{\c{c}}{\~a}o e 
                         estruturas expostas, tornando importante a 
                         identifica{\c{c}}{\~a}o destes locais. A delimita{\c{c}}{\~a}o 
                         e setoriza{\c{c}}{\~a}o das {\'a}reas com risco de 
                         inunda{\c{c}}{\~a}o do Lago Gua{\'{\i}}ba e Delta do 
                         Jacu{\'{\i}} foi realizada a partir da integra{\c{c}}{\~a}o 
                         das informa{\c{c}}{\~o}es associadas ao perigo e 
                         vulnerabilidade. Para a avalia{\c{c}}{\~a}o do perigo foram 
                         integrados dados de tempo de retorno das inunda{\c{c}}{\~o}es e 
                         sistemas de prote{\c{c}}{\~a}o nas {\'a}reas com 
                         suscetibilidade. A caracteriza{\c{c}}{\~a}o das {\'a}reas 
                         vulner{\'a}veis foi realizada a partir da avalia{\c{c}}{\~a}o 
                         da exposi{\c{c}}{\~a}o das moradias e estruturas de entorno e 
                         das caracter{\'{\i}}sticas socioecon{\^o}micas da 
                         popula{\c{c}}{\~a}o. A extens{\~a}o das {\'a}reas com perigo 
                         de inunda{\c{c}}{\~a}o no entorno do Lago Gua{\'{\i}}ba e 
                         Delta do Jacu{\'{\i}} {\'e} de 230 km2 , destes 95 km2 s{\~a}o 
                         considerados como tendo perigo alto (41%, do total). As {\'a}reas 
                         com perigo alto n{\~a}o apresentam sistema de 
                         prote{\c{c}}{\~a}o contra inunda{\c{c}}{\~a}o e o tempo de 
                         retorno dos eventos {\'e} inferior a 10 anos, predominando 
                         inunda{\c{c}}{\~o}es de baixa magnitude. A ocupa{\c{c}}{\~a}o 
                         urbana em {\'a}reas com perigo de inunda{\c{c}}{\~a}o abrange 
                         40 km2 . As {\'a}reas com alta vulnerabilidade totalizam 7 km2 
                         (18% do total). Nestes locais as moradias apresentam baixo 
                         padr{\~a}o construtivo, prec{\'a}rio estado de 
                         conserva{\c{c}}{\~a}o e acesso limitado a servi{\c{c}}os 
                         b{\'a}sicos. Em geral, a renda dos domic{\'{\i}}lios {\'e} 
                         inferior a um sal{\'a}rio m{\'{\i}}nimo mensal e h{\'a} 
                         elevado n{\'u}mero de crian{\c{c}}as ou idosos. As {\'a}reas 
                         com alto risco s{\~a}o caracterizadas pelo alto perigo de 
                         inunda{\c{c}}{\~a}o e pela alta vulnerabilidade, apresentando 
                         baixas condi{\c{c}}{\~o}es de resposta e mitiga{\c{c}}{\~a}o 
                         diante dos eventos e est{\~a}o localizadas junto {\`a}s ilhas, 
                         na por{\c{c}}{\~a}o central e sul do munic{\'{\i}}pio de Porto 
                         Alegre, ainda em por{\c{c}}{\~o}es da {\'a}rea urbana de 
                         Eldorado do Sul. A avalia{\c{c}}{\~a}o e setoriza{\c{c}}{\~a}o 
                         do risco {\'e} importante para direcionar as a{\c{c}}{\~o}es de 
                         preven{\c{c}}{\~a}o e resposta diante da ocorr{\^e}ncia de 
                         inunda{\c{c}}{\~o}es.",
