| Abstract | O presente trabalho apresenta a aplicação do Modelo PEDS (Planejamento Estratégico para o Desenvolvimento Sustentável), elaborado por Silva (1998), para a implantação do processo de participação qualificada da sociedade na Bacia Hidrográfica do Rio Tijucas (SC, Brasil). O objetivo é sensibilizar e capacitar lideranças locais para a governança da água e produzir o zoneamento participativo (ZP) da bacia. O Modelo PEDS envolve a produção de conhecimentos por meio de uma abordagem construtivista na qual os participantes aprendem com sua atuação no processo. Ele possui três metodologias que direcionam as oficinas e sua aplicação: metodologia pedagógica; histórica; e estratégica. No presente trabalho utilizou-se a metodologia pedagógica para a construção do conceito governança da água, a construção dos conceitos operacionais e a elaboração do mapa de ZP ao longo de três oficinas de 8 horas cada. Na Síntese Final do ZP o grupo construiu o mapa de zoneamento final definindo as zonas a serem utilizadas (Preservação Permanente, Agropecuária, Desenvolvimento Sustentável, Preservação, Recuperação e Turística). Verificou-se que a utilização do PEDS promoveu e estimulou a atuação da comunidade no Comitê do Rio Tijucas. Os resultados gerados estão sendo utilizados para auxiliar na gestão e planejamento da bacia. ABSTRACT Centro Científico Conhecer - ENCICLOPÉDIA BIOSFERA, Goiânia, vol.5, n.8, 2009 This paper presents the application of the PEDS Model (Strategy Planning for Sustainable Development) developed by Silva (1998), for a process implementation of societys qualified participation in the Rio Tijucas Watershed (SC, Brazil). The goal is to sensitize and capacitate local leaders to the water governance and to produce the basins participatory zoning (PZ). The PEDS model involves the knowledge production through a constructivist approach, where the participants learn from their actions during the process. There are three methodologies that guide the workshops and the models implementation: educational, historical and strategic methodology. This research used the educational methodology for the construction of the "governance of water" concept, for the construction of operational concepts and for the elaboration of the PZ map, over three workshops, 8 hours each. In the PZs final synthesis, the group built the final zoning map, defining the areas to be used (Permanent Preservation, Agriculture, Sustainable Development, Preservation, Restoration and Tourism). It was found that PEDS use has promoted and stimulated the comunity action on the Rio Tijucas Committee. The results are beeing used to assist the planning and the management of the basin. |
