| Abstract | Atividades ligadas à agricultura e à agropecuária dividem espaços com um conjunto de atividades ligadas ao lazer, prestação de serviços e até à indústria, reduzindo cada vez mais, os limites entre o rural e o urbano no País. Partindo do princípio de que o setor agrícola do Vale do Paraíba está em franco processo de decadência, resultante de várias causas, como por exemplo: o baixo nível de atuação do poder local, a crescente ocupação dos espaços rurais nem sempre de maneira ordenada como é observado em propriedades na região, outrora com grandes plantios de arroz em suas várzeas, hoje explorando portos de areia, ocasionando uma série de impactos negativos ao meio ambiente; a falta de uma política agrícola definida e a falta de capacitação para enfrentar o mercado globalizado é que se torna necessária a busca de alternativas adequadas de desenvolvimento à realidade da região, que adotem idéias da sustentabilidade. A necessidade de se conhecer a dinâmica de uso do espaço rural e identificação de potenciais de uso da terra são importantes no processo de decisão de ordenação territorial. Os avanços tecnológicos das últimas décadas nas áreas do sensoriamento remoto e do geoprocessamento, fazem com que ferramentas como estas sejam de grande importância para a tomada de decisões sobre as questões urbanas, rurais e ambientais. Diante dessas considerações cabe nortear o processo desta pesquisa no sentido de elaborar recomendações que associem princípios de desenvolvimento sustentável, visando propiciar o desenvolvimento adequado do turismo em espaço rural, aproveitando as características da região sem impactá-la. A escolha da área de estudo, o entorno do Núcleo de Guamirim (Piedade), Município de Caçapava, Estado de São Paulo como objeto de estudo é relevante uma vez que o espaço é tradicional por seu conjunto de atributos paisagísticos, arquitetônicos e históricos. Neste espaço estão situadas fazendas, chácaras produtivas, que hoje vêm sofrendo os impactos da crise econômica. É muito forte a presença do processo de urbanização com o parcelamento e loteamento das propriedades como forma de aumento do valor da terra e consequentemente risco de perda da cultura rural local. As atividades predominantes no âmbito deste estudo são a agrícola e a turística. A concretização deste trabalho poderá contribuir para a dinamização do desenvolvimento regional, considerando o turismo na área rural como uma nova alternativa ao desenvolvimento no Vale do Paraíba, e em especial, no Município de Caçapava. As informações foram integradas através da tecnologia de geoprocessamento (SPRING)para a construção de uma base de dados necessária ao desenvolvimento do turismo em área rural o que permitirá o conhecimento das mudanças ocorrentes na área de estudo através de uma metodologia de análise. Os resultados permitiram concluir que as transformações que vêm ocorrendo neste espaço, podem comprometer a qualidade da paisagem e indicam que as atividades agropecuárias da região têm mostrado limites para manter o emprego no campo, o que se constitui em um alerta, uma vez que a renda propiciada por essa atividade é cada vez mais insuficiente para manter o produtor ocupado em tempo integral, o que evidencia que a agricultura não pode ser a única base econômica para o desenvolvimento do meio rural a longo prazo da região. Neste sentido foram sugeridas algumas recomendações visando o desenvolvimento adequado do turismo, no meio rural. ABSTRACT: The modern agriculture and the subsistence agriculture share space with a group of leisure activities, services and even industry, reducing even more the limits between the rural and the urban sectors. Considering that the agricultural sector of Paraiba Valley is in franc process of bankruptcy, due to a number of reasons, for instance: the low level of actuation of the local power, the increasing occupation of rural space not always is made in an ordered way as it is observed in the region properties, in the past days with rice plantation, nowadays exploring the sand ports, provoking a series of negative impacts to the environment; the lack of a defined agriculture policy and the lack of training to face the globalization market is what makes crucial the search of adequate alternatives for development of the region that adopts sustainability ideas. The necessity to know the dynamics of the use of the rural space is important to the decision process of territorial ordinance. Remote sensing and geoprocessing have become essential tools to make decisions in urban, rural and environment questions, especially in the last decades after the technological development of these areas. Under this consideration is worth making some recommendations of principles for sustainable development that aims to an adequate development of the rural space, taking into consideration not to damage the characteristics of the region. The study area is the Nucleus of Guamirim (Piedade)in the city of Caçapava, São Paulo State. The choice for this area was mainly for its landscape, architectural and historical attributes which make the area even more traditional. In this area there are farms and productive cottages which are suffering the impacts of the economical crises. It is very strong the presence of the urbanization process with the division of land lots as a way to increase the land price and consequently risk of loss of the local rural culture. The predominant activities in this study are agriculture and tourism. The concretion of this work will contribute for the dynamics of the regional development, considering tourism in the rural area as a new alternative to the development of Paraíba Valley, in special, the city of Caçapava. The information was integrated through geoprocessing technology (SPRING)for the construction of a database necessary to tourism development in rural area which will permit the knowledge of changes occurred in the study area through analysis methodology. The results permitted to conclude that the transformation which have been occurring in this space can jeopardize the quality of the landscape and indicate that the agricultural activities of the region have been showing limits to maintain employment in the country which is an alert when you consider that the income provided by this activity is not sufficient to keep the worker busy full time, what makes it evident that the agriculture can not be the only economic base for the development of the rural land in the long time basis. In this way some recommendations have been suggested aiming the adequate development of tourism, in the rural land. |
