Abstract | Presently, policy makers, administrators, clinicians and beneficiaries, the health sector stakeholders, are becoming more attentive. They are now concerned about the increasing necessity for health services and health care financial resources. The development of new technologies and the increasing life expectancy are certainly resulting in a demand raising and higher expenditures. In many countries the costs involved with health concerns constitute already an important proportion of the gross internal product. Looking at this scenario it is easy to realize the importance of an efficient health sector, and the reason why these stakeholders are so concerned, specially those responsible for the expenses in the field or those in charge of the systems management. However, the efficient health analysis is a complex task, mostly in systems where multiple objectives and conceptual challenges do occur. Besides, there are some theoretical and practical difficulties to apply the right techniques concerned to the efficient health analysis; those difficulties occur both, in the macro aspect, like the international comparison of health care systems, and the micro one, as for example in the hospital efficiency. The difficulty in getting to an efficient health system model resides in identifying the most appropriate inputs and outputs concerning the stakeholders. To reach, to capture, and to represent the stakeholders objectives in a mathematical model is a real task because the existing complexity at a health care system is still a challenge. The use of stakeholders analysis techniques in the health sector, particularly to the efficient health analysis is still rare. The stakeholders analysis is a technique used in complex system to identify and to evaluate the stakeholders interests, and how those interests can affect, positively or negatively, the system. This paper aims to use the stakeholders analysis as a support for the efficient health model, to verify if so doing it is possible to improve the health sector analysis; and to show up the advantages and restrictions with the combination of both techniques. |
